WASHINGTON (AP) -- President Bush will tell the nation this week he plans to reduce the American troop presence in Iraq by about 30,000 by next summer, but will condition those and further cuts on continued progress, The Associated Press has learned.

In a primetime television address, probably Thursday, Bush will endorse the recommendations of his top general and top diplomat in Iraq, following their appearance at two days of hearings in Congress, administration officials said.
It's all about the hand-off at this point. Get it to a Democratic administration, let them withdrawal the troops, and then cash in during the 2010 and 2012 election cycles after Iraq (and possibly the entire region) has descended into a holy hell. 1994 Dick Cheney once said that the 1st Bush Administration didn't think that taking out Saddam back in 1991 was a good idea because it would have cost too many dead Americans. From here on out, there should be no doubt that each and every dead American in Iraq will be cashed in because of a cynical domestic electoral strategy. 3774 on September 11, 2007.
